DC Most Improved biking city

Scanned by Jason, possible copyright infringement by me, Bicycling Mag named DC one of the most improved cities for cycling. Things they cite include Smartbike, the 30 miles (and growing) of bikelanes, the biking inclinations of Mayors Williams and Fenty, the Bikestation project, and the creation of the Bike Program job in DDOT.
